The player has to arbitrate between these groups, since favoring one too heavily tips the balance and breeds unrest elsewhere. Beyond construction, the city throws up ongoing crises that demand a response, from displaced fire victims needing housing to districts falling under criminal control. Factions offer their own proposed solutions to these events, but the player can also choose alternative paths that better fit their long-term plan for the city. A cast of characters, including hackers, wealthy elites, inventors, and criminals, populate the world and can be negotiated with directly for favors and support. The result is less a pure building toy and more a political balancing act, where architecture, diplomacy, and crisis management are all part of the same system. Card-based building choices give each run variety, since no two decks produce the same city, and the faction and event systems keep pressure on the player throughout.
