Modding Tool Add-on - Power & Revolution 2023 Edition

In the base game, players run a nation's economy, foreign relations, and military while steering its political system through a detailed, interconnected world. This add-on layers a full creation tool on top, letting players build and edit custom contexts and scenarios rather than just play the included ones. Editable elements include national economics, international relations, world geography, and mission and scenario design, along with character details and illegal group setups. Players can also adjust city battle layouts, building placement, and the appearance of units such as drones and police vehicles. Finished mods can be shared or downloaded from within the tool, and hundreds of community-made scenarios already use it, including new opposition-party content. The tool also supports creation in several languages beyond English, widening who can build and contribute scenarios.
