The base game models economies, budgets, elections, diplomacy, armed forces and public opinion across the whole world at once. This tool opens those systems up for editing. You can rewrite a country's economic, political, demographic and fiscal data, redraw relations between nations, and reshape the map by merging countries, granting independence to areas or placing a new city. Scenario authoring goes deeper than numbers. You script events such as protests, wars, disasters, political scandals, assassinations, national elections and character demands, attach several trigger conditions to each, and edit the accompanying text. Alternate history is supported, with start points set well in the past or far into the future. Further options let you build playable legal and illegal opposition groups, define their armed strength and local support, stage city battles, swap a head of state or a character's party, add power plants to the map and script riots. Fresh faces, names and group logos come from an included customisation kit. Finished scenarios upload and download from inside the game, and the shared library already runs to hundreds of entries. It requires the matching Power & Revolution base game.
