Players choose to build a criminal empire or lead a police unit against it. Missions play out on grid-based maps with turn-based movement and melee-focused combat in tight spaces. Cover, flanking and other tactical maneuvers all factor into how a fight plays out. Each unit holds a zone of control tied directly to the choices a player makes. Objectives often go beyond defeating enemies, such as gathering evidence before escaping a scene. A heat system tracks noise and visible violence, and letting heat climb makes a mission noticeably harder. Playing as a gang leader means acquiring legitimate businesses as fronts for new gear. That comes with the risk of raids from police or rival crews. Playing as a detective flips the approach, building cases through informants and search warrants. Police AI reacts to the noise and damage a player causes rather than hunting from the start.
